I too, would give it no stars if I could. I live in Phelan Senior Lofts in East Saint Paul. In a freak accident, I accidentally dropped my keys down the elevator shaft (there's a four inch gap) at 730am yesterday. I’ve lived at my residence with Sherman Associates at Frost English Village since 2015. The building has since gone downhill in the last five years with management not caring how people are treating their property. I have a neighbor who lives above me with this huge dog and she lets this dog defecate on the patio like that his personal dog park and then throw it off the patio onto the ground below. These people are useless and very disorganized group of scammers calling themselves a company. I usually don't like to leave reviews but I have to. They don't return security deposit. Their main office is another scamming place because no one answers the phone. That says a lot about them. Stay far away from these people. Right now as I write, I am still awaiting my security deposit. It has been over a month going into two months. It is a horrible company. I am sure they will be answering to the state of Minnesota soon .

8.5 months following a fire on the public rooftop, Sherman has failed to put a permanent/waterproof roof back on the building. They refused to demo the spot/smoke/water damaged walls/floors/ceilings for ~6 months despite multiple warnings that letting it continue to sit and fester would result in mold and having the insurance monies to complete the demolition with. If I could give zero stars, I would. I’ve never felt more unsafe or disrespected as a tenant than I have under the current property manager at this building. I went to the office simply to pick up a package—a basic task that should be routine. But like many other times, the office door had a “In a Meeting” sign up, which seems to be the case constantly.
